VIM 8.0 on a multiuser uniprocessor OpenVMS Alpha or I64 system is
effectively unusable because of the 83% CPU demand just sitting at a
command prompt. It gets worse if any action is commanded.
Upstream Patch 8.0.1749 addresses 100% CPU usage issues.
