Police now state that as many as 150,000 workers have registered to join the 
planned May 1 demonstrations against the proposed revision of Law no 
13/2003.

Given the inevitability of a total traffic gridlock in central Jakarta and 
the possibility of other problems arising from a mass of this size, Concord 
Consulting recommends that subscribers with offices in areas affected by the 
demonstration (see map) should consider alternative working arrangements.

Concord will operate a special command center to monitor the demonstrations 
from Sunday onwards and will have human resources on the ground at a number 
of points in the city. The center will be directed by Carl Webb.

Police have confirmed that orders have been issued by the National Police 
Chief to "shoot on sight" if there is any attempt to create anarchy or any 
violent action. A directive from the Police Chief stresses, however, that 
preventive measures should be used wherever possible.

Police and military personnel dedicated to the demonstration total 15,000 
officers, with Police contingents being trucked into the city from Lampung, 
South Sumatra, West Java and Banten. Military personnel will come from the 
Jakarta Regional Command, the Strategic Reserve (Kostrad), Marine and the 
Air Force Special Forces (Paskas) detachment.

As stated earlier, marshaling of workers will commence on Sunday, April 30, 
and the demonstrations may last until May 5. No national holiday has been 
given.
