     DMstatus dmFS1016EncoderCreate(DMFS1016encoder *encoder)

PARAMETER
     encoder  DMFS1016encoder structure to be allocated.

RETURNED VALUE
     If successful, function returns a DM_SUCCESS. A DM_FAILURE return value
     indicates an error.

DESCRIPTION
     dmFS1016EncoderCreate(3dm) allocates and initializes a DMFS1016encoder
     structure. This structure is then used for dmFS1016Encode(3dm) routine.
