     dmG728DecoderReset - fill decoder internal buffers with zeros.

PARAMETER
     decoder  DMG728decoder structure

RETURN VALUE
     Returns DM_FAILURE or DM_SUCCESS.

DESCRIPTION
     dmG728DecoderReset(3dm) fills the decoder's internal filter buffers with
     zeros. The compression parameter values stored in DMG728decoder are
     unchanged.	 Call this function whenever the decoder's input data flow has
     been interrupted.
