Menanggapi pemikiran rekan dimilis sebelah, bahwa: "Black Campaign:
Psychological taktik propaganda yang dilakukan oleh any Military group untuk
mendiskreditkan dan menghancurkan moral korban2 lawannya, dengan cara
melemparkan tuduhan2 palsu, membalikan fakta, ......... "
Yach, kalau mau dilihat secara sempit memang betul, bahwa segala bentuk
kegiatan Psy-ops, Propaganda, Undercover Ops yang tergolong dalam
unconventional warefare, adalah bagian dari defence policy (baca: Militer)
yang menyangkut non-combat activities atau "activities other then war".
Stressing saya pada "pandangan sempit" adalah oleh karena:
1.) Dalam negara demokrasi, segala bentuk kegiatan militer mengacu pada
kebijakan politik negara yang diatur oleh para politisi. Institusi militer
tidak boleh bertindak sendiri diluar koridor kebijakan politik pemerintah,
yang mana tidak semuanya transparan untuk konsumsi publik.
Kebijakan politik dimaksud, adalah termasuk segala macam "activities other
then war" yang sudah merupakan bagian dari modern warfare yang bersifat
global.
2.) Psy-ops, dalam arti Propaganda (black campaign), PR, Strategic
Communication, Analisa Rekayasa, Public dis-information dll., sudah menjadi
"bisnis & industri" --melibatkan kontraktor dan sub-kontraktor, termasuk
jaringan LSM/NGO-- yang sangat menjanjikan, karena bersifat continuing
project, dengan budget dari negara, multi-national atau big corporations
yang sangat beuasaaaar .........

can say, 'Sorry, it wasn't us, but we'll fire the company that did this
supposedly in our name.'
