AUSTRALIA'S DEFENSE POLICY

INTRODUCTION
-----------------------

The Australian Continent was originally inhabited by Ostralia Indigenous
people, the Aboriginal Negroid tribe but has since been occupied by people,
who had migrated from England and the other European countries. Australia
has developed into a powerful nation in the South Pacific region, and also
located in the same region is New Zealand which has two main ethnic groups
which are the Maorist Indigenous people, and the Kiwis who are made up of
people who also migrated from England and other European countries. The
indigenous Maorist ang Aboriginal peoples have until today continued to
struggle for their rights to be recognized as the original inhabitants and
hence owners of the Kangoroland and kiwiland.


Although the majority of Australia and New Zealand's population are of
Ostralianesian descent, they are members of the South Pacific Islands Forum
which originally was known as the South Pacific Commission and later South
Pacific Islands Governments Forum today. West Papua/ Dutch New Guinea was
one of the original members of the South Pacific Commission when it was
established.

Australia and New Zealand Government' s policies and lifestyle reflect a
Westernised/European style without taking into account the lifestyle of the
indigenous population, in many cases reflecting an arrogant approach to
South Pacific leaders, As Ms Hilda Lini the PCRC Director once said
"They do not follow what they agree to in meetings, as they have one foot
in South Pacific and other foot in Europe." They display double identity
which creates a big problem for the indigenous of the South Pacific region.
In the interest of all they should forget about their European descent and
build up a new identity in this region among the Pacific indigenous people
to knownas Ausian and Kiwian.


AUSTRALIA'S FOREIGN POLICY

Australia's foreign policy on defense in the South Pacific and Asian Region
in largely influenced by West Papua's independence struggle. Australia has
developed its defense programs since Dutch relinquished her last colonial
territory in the South Pacific(West Papua). It's defense strategy was
developed based on a system known as:"Home base defense and Front line
defense." In 1975 she successfully brought the once territory of Papua to
unite with Trust territory of New Guinea to become what is now known as
Papua New Guinea. PNG formed a Frontline defense base towards the north. In
1999 she supported East Timor to become independent also as part of their
strategy to form a Frontline offshore base defense system.


Australia has been successful in establishing her defense system but one may
ask why Australia needs these defense bases? Who is enemy to Australia?
Philippines, Singapore, Malaysia, Indonesia? Australia and Indonesia have
never trusted each other eventhough Australia had supported and was one of
the first countries to recognize Indonesia as an independent state in 1945.


AUSTRALIA AND INDONESIA RELATIONSHIP

Again one wonders why Australia and Indonesia continue to have mistrust for
each other . Australia built up her defense system due to the uncertain
Indonesian political system just in case a new regime in Indonesia who is
more radical against foreigners. As I was one taught " Defense should be
developed during the peaceful time for use in the time of war This theory
could be the basis for Australia to continue to develop her frontline
defense bases.


AUSTRALIA AND WEST PAPUA.

Till today Australia remain uncertain in her support for Papuan people 's
struggle eventhough there so many appeals from West Papuan and Australian
people. However the Australian Government continues to play ignorance
stating :" Indonesian Government is doing well in West Papua, there nothing
wrong." It is interesting to note why Australia does not support New Zealand
Government's latest policy to mediate between Indonesian Government and
Papuan Presidium Council and leaders? Are Papuans terrorist or Extremist
Jihad terrorists ?


WEST PAPUA FUTURE
-----------------------------------
West Papua is naturally rich with resources and many countries await the
opportunity to develop the resources . Suppose China or Japan successfully
take over West Papua then it will be very interesting to know what
Australia's position would be.


SUGGESTION
-------------------- 
I suggest the NFIP Conference call on the Australian Government to support
New Zealand Government's stand and both governments should back up AWPA
Petition and International Solidarity Committee resolutionfor United Nations
to review the West Papua case immediately so West Papua will be included on
the United Nations Decolonization agenda list for Non Self-governance
territories in this year-2003.


REMINDER
-----------------
The new colonialist powers tricks and policies of today is "The money
makers, the richest people use today's governments to establish their
empires around the world. The business and economic interest are over riding
human rights resulting many indigenous people becoming dependents and slaves
in their own homeland."


In the case of West Papua, those countries who in 1962/69 refused to support
West Papua people and supported the Indonesian militarist iron government
today are benefiting from West Papuan mineral resources and some of their
people families are living on blood money of West Papua people killed by
KOPASUS(the elite Indonesian commandos).


The NFIP 9th conference's Theme: " Economic Empowerment for Good Governance
and Human Rights" should be benefial to the indigenouspeople if not it will
be used by those Money Makers for their own benefit and the people will be
remained slaves on their own homeland.


NFIP NEEDS
-------------------
NFIP needs strong support from member countries of the South Pacific Forum
as NFIP representative of the indigenous peoples and the first nations
peoples, to develop its campaign strategies for better governance and human
rights in this region for South Pacific Indigenous people.


CONCLUSION.
----------------------
To conclude, the OPM United Party and People of West Papua are prepared to
host the NFIP 10th Conference in Numbay/Hollandia the Capital of the United
States of Papua/USP in 2006 or in earliest day as possible.
