	   the phy_device struct

       mii_data
	   MII ioctl data

       cmd
	   ioctl cmd to execute

DESCRIPTION
       Note that this function is currently incompatible with the PHYCONTROL
       layer. It changes registers without regard to current state. Use at own
       risk.
