PARAMETER
     decoder  DMFS1016decoder structure to be allocated.

RETURNED VALUE
     If successful, function returns a DM_SUCCESS. A DM_FAILURE return value
     indicates an error.

DESCRIPTION
     dmFS1016DecoderCreate(3dm) allocates and initializes a DMFS1016decoder
     structure. This structure is then used for dmFS1016Decode(3dm) routine.
